- Ensure thorough impartial administrative and judicial investigation of the Pahalgam terrorist attack to expose the conspiracy behind it, to arrest the culprits and to mete out just and severe punishment.
- Contrary to the high sounding claims of complete elimination of terrorism in Kashmir, why and how did such a huge security lapse happen? The responsibility of the Home Minister, the top brass of the entire Home Ministry and intelligence agencies must be fixed and appropriate action should be taken against them. The accountability of the top security advisor Ajit Doval, the so-called ‘James Bond’, must also be fixed.
- We appeal to the people not to fall prey to the heinous propaganda of communal and ethnic hatred, using the pretext of this cowardly terrorist attack, being spread by the ruling classes and the media in cahoots with it under their divisive agenda, and maintain mutual brotherhood and harmony instead of getting divided.

The terrorist attack on tourists visiting Pahalgam in Kashmir on 22nd April 2025, in which at least 26 people lost their lives and many were injured, is an extremely heart-wrenching incident. The ‘Resistance Group’ associated with Lashkar-e-Taiba has taken responsibility for this attack. It is worth noting that just a few days ago, Pakistan’s Army Chief Asim Munir had given a provocative speech with respect to Kashmir and there had been such apprehensions since then. Despite this, the Indian government allowed all this to happen, which smells of a conspiracy. There are also unconfirmed news reports that the tourists were targeted by the terrorists on the basis of religion. It is necessary to strongly and unitedly oppose and expose such an inhuman attack. At the same time, it is necessary to intensify the demand for a thorough and impartial administrative and judicial investigation of the entire incident so that the families of the deceased tourists get timely justice, the conspiracy behind it can be exposed, and the criminals responsible are arrested and given just and strict punishment.
This should have been the priority of the Indian government. But the BJP government ruling at the Centre and the RSS, which has spread its tentacles in the society and social media, have been exploiting this tragedy at lightning speed to further their poisonous divisive agenda. They are relentlessly spreading hatred against the entire Muslim community including Kashmiri Muslims, and are bent to push society into a fire of communal fratricidal riots in order to make political gains out of it, thereby further worsening the peace and tranquility in the country, which is already in a very fragile state owing to the dispensation’s fascist mindset. On the other hand, with slogans like “Religion was asked, not caste”, efforts are being made to cover up all kinds of exploitative divisions (especially class divisions) present in the society. Obviously, the entire crisis-ridden capitalist system and its extremely reactionary regime (government and its entire machinery) are highly scared of the voice of the people rising against endless exploitation and plunder of the ruling classes, as well as their growing consciousness and the possibility of the outbreak of a nationwide mass movement and class struggle in the near future, and hence are trying their best to blunt it. The intention of the present regime is clearly evident from this fresh wave of communal hatred that has come up after the Pahalgam terror attack.
Some important facts in this regard are worth noting, such as, one of the innocent civilians who lost their lives in the terror attack is Syed Adil Hussain Shah, who died while trying to save the tourists. It is also a very important fact that just a few hours after the incident, the local people of Pahalgam, leaving aside their religious identity and rising above it, took out a candle march in large numbers to protest against the terrorist act and raising slogans like “Stop the massacre of the oppressed” (Mazloomon ka katl-e-aam band karo), and “Tourists are our life” (Tourist hamaari jaan hain). The next day, on the call of various political parties and organizations of Kashmir, the entirety of Kashmir observed total Bandh in protest against the terrorist attack.
But such news, being an antidote to the above poisonous propaganda, is missing from the mainstream media. It is also worth noting that a large majority of the people who have lost their lives in terrorist attacks in Kashmir since 1988 have been from the Muslim community. The BJP government at the Centre, after forcibly removing Article 370 in 2019, taking away the state status of Jammu and Kashmir, keeping the entire area in lockdown and under an internet shutdown for one and a half years, and deploying lakhs of military personnel for decades, made pompous claims of restoring “normalcy” in Kashmir, “breaking the back of terrorism” after demonetization, and of the need to elect a “strong government” to finish terrorism, which are now completely exposed. This shows that a real people-oriented initiative is needed to restore genuine peace and harmony in Kashmir. But if the system and its government are bent against peace and harmony, then what choice does one have! The only possible solution then is removing the exploitative system itself, towards which the people of the country will ultimately have to move.
Clearly, the BJP-RSS seems to be implementing its old slogan of ‘opportunity in calamity’ (aapda me avsar) and the capitalist-imperialist rulers of India and the world are busy cashing in on this tragedy. Ultimately, it will be used, rather is already being cunningly used, in the interest of domestic and foreign big capital, to crush the brotherhood, unity and legitimate struggles of the common people, who are burdened by the endless crises of world capitalism (in the form of inflation, unemployment etc.). The timing of this terrorist attack also says a lot. It happened just a few days after the provocative speech of the Pakistani Army Chief regarding Kashmir and during the visit of US Vice President JD Vance to India. We know that the Pakistani ruling class is also facing sharp mass protests. In imperialist countries too, mass protests are constantly erupting against the capitalist-imperialist plunder. That is why, today, all kinds of fratricidal hatred are being spread at the global level and war hysteria is being instigated once again.
We can see this entire agenda unfolding and growing day by day, which tells us that such tragedies have become the need of the hour for the ruling classes worldwide, through which they can further intensify communal hatred and war hysteria, and curb at any cost the possibility of revolutionary mass uprisings and revolts happening or bound to happen eventually due to socio-economic instability present especially in South Asia. This divisive exercise is being carried out by the ruling classes to anyhow maintain their exploitative system of governance. The actions promoting religious-ethnic hatred and fanaticism to divert people’s attention from the real issues and throw them into the furnace of fratricidal fire, have become a part of the grave anti-people conspiracies being hatched by crisis-ridden global capitalism, relentlessly heaping a mountain of miseries on the people. It is the people who must understand this clearly.
At this moment of a gruesome tragedy, we appeal to the people of our country and the entire South Asia to maintain communal brotherhood and harmony, and to oppose this terrorist attack as well as raise the demand for justice without getting entangled in the poisonous divisive propaganda sponsored by the ruling class that will only weaken our class unity. In the end, we express our deep anguish over the death of more than two dozen innocent people in this cowardly terror attack in Pahalgam and express our deep condolences and heartfelt solidarity to their families and loved ones in this sad time. Let us pledge to change this unjust and wretched world in which such heinous tragedies take place, as only by changing it can we get rid of such tragedies forever.
